There are several implementations of WINSOCK.DLL.
Peter Tattam's one is available from archives in Europe listed below.

To answer your routing question: you need to define a default
gateway in Custom. This is our routers way of defining a default
route. If you dont set this then there is no way to know where to
send a packet that arrives and is not destined for a local network.
In the absence of any information we send packets out the serial
interface because we assume that if you are dialed in somewhere then
there is probably a router at the other end that will know what do
with the packet and your dial-up connection is probably going to the
Internet while you ethernet is local.
To answer your second question: when you create a serial interface
you can set it up to be a direct connection by setting modem to none
in setup/modem area of Custom.
